North East Spain, SW France recommended paddles?

We'll be doing the usual Dordogne, Cele Lot etc trip again this year, but heading to the Med and on to Santander for the ferry back home rather than doing the long drive back through France. This means we'll have a week or so around SE Spain. I'm not looking for white water, just touring rivers or lakes preferably with nearby or adjacent caravan sites. Also similar for SW france. I've had a look and there are boat hire companies in Spaiin but I'd prefer to do my own thing (will have the boat on the roof and bikes for shuttles) I got the impression from another thread that access to rivers in Spain may not be as relaxed as they are in France. Do I need permits to launch my own boat?
Your thoughts, suggestions, recommendations all gratefully received.

Thanks for the offer Mark, we'll be passing your way at some point. We've done the Cele on a couple of holidays, and one of our top campsites is the one at San Sulpice so we'll definitely be staying there. Once we get South of the Lot though it's all new territory for us. Will keep researching for info on the Spanish rivers.

Trust me, the place is full of them most of the time. Who else would take canoes for a walk miles from water, hang between trees in iffy weather with a perfectly good house lying empty, spend loads of cash on many boats when only one can be used at once etc. What's worse is that the visitors are mostly just as bad too.
